This is tough but I have been examining similar scenarios and believe a compensation model that is weighted to the roi of the property makes the most sense  (i.e. a 3% payment for returning 20+%, 2% for 15-20%, etc....

My bar tabs were often a lot cheaper then the cost to attend, but I would often end up making some great connections and get invited to after hour dinners and parties and often waltz into the the meetings on day two and day three when the registration crew was a lot lighter.

For reconnection : you'll want to make sure the A) gas valve is working well B) the thermocouple is working well & sending signal to pilot without effort C) the igniter is working well OR, the tenant can reasonably easily reach in with a match or BBQ lighter to light the pilot.

Fill dirt is too loose to build on and lacks the hard pan need to build a foundation on without the the possibility of damaging the foundation by the weight of the house.
