Mike that begs the question about TN  with not state income tax and property tax's what appear to me to be the lowest of the low  were are the tax dollars to run the state.I know in Memphis when I used to buy and sell there .. there was state prop tax AND city prop tax so the rate was pretty much like any other mid level tax bill around the country.. but for those buying out of the city of Memphis but in the MSA it was a benefit for landlords and the savvy landlord would not buy city of Memphis for that reason.

I would start backwards from your purchase price and financing to narrow it down, go with a landlord friendly state and try to leverage anyone you know (family member out of state, friend doing BRRRRs out of state, etc) - that should narrow done your market quite a bit.
