His case is somewhere in between.There is a general rule of thumb that entitlements that do not involve a shovel are generally not changing the land but only changing it's potential use or best and highest.

In my mind, at least a 2-3% premium to those minimums for turn key style investments, and substantially more if you are active-like shoveling snow, checking on wells/tree trimming, etc….If you’re managing yourself, it should be a very large percentage in my opinion.
