Well, depends on your contract, so READ AND UNDERSTAND.Having said that, if the PM takes the time to calc out utility charges and then do a separate billing and do collections, I can see a justification for that.There are 3rd parties that do RUBS collections and charge a fee (something like $3-$5 unit/month) for that, so it happens.
