That means that not everything has to be expressly stated, such as which specific countries one can go to war against, but at the same time we should not go on expanding the role of the federal government under the interstate commerce clause.I really do not know anything about O'Donnell other than what I have read in this thread and two youtube videos of her so I am not going to comment on the subject of this thread.

I think the national case law on landlord-tenant relationships is pretty thin because the courts usually view this as intrastate, rather than interstate commerce.
