You may be able to charge some of it back to the Tenant by having a flat fee for the water/sewer/garbage that is most likely included in the HOA fee.

If you need help screening most Brokerages will do the paperwork portion of the deal for a flat fee closer to $200-$300 as opposed to an entire months rent.
