Yes, and it's to reasonable accommodations, ramp, grab bars, removing lower cabinet doors, not rehabbing enlarging doors or rearranging a bathroom for a 3' turning radius.

We would like to see if we can convert it in the following way, and perhaps make it a legal area:1) Remove the current bathroom facilities and turn it into a laundry room with washer and dryer.2) Remove kitchen sink, and rearrange the countertops so it can be used for folding clothes, etc.We would then rent the space as part of our 2nd rental unit, with of course  an increase in rent for the 2nd unit to account for increase square footage and laundry facilities the tenants would receive.

It will avoid all issues with foundations not meeting code, load points, and re-arranging windows on the first floor and the brick issues that go along with it.We do quite a bit of work on houses like what I expect you're working on.

The roof was only a few years old which was a big plus.We gutted the entire house, tore down multiple interior walls, and rearranged the enclosed garage area to turn the 2/1 in that space into a large master bedroom, bathroom and two large walk in closets.

Plan A: $40,000This is the bid from my contractor which includes a new kitchen, plus rearranging the master bedroom/bathroom and utility/laundry area to be larger.Plan B: $20,000This would just be a new kitchen and upgrading the master bath in-place.
