The pigment count is off-the-charts high, and it's cover ratio is wonderful.

There had been signs that the basement was moist/had been flooding for at least a year or two if not longer.

It's about the molecule size, and stain that has bigger pigment size won't penetrate the wood grain.  

Baseboard hot water heaters are very efficient and provide a warm moist heat as opposed to dry heat.

It is just moist but I want it to last for the long term. 

The lower block around the rest of the place looks moist.

This area is staying moist and has created some mold on the ceiling and in the two adjacent closets.

Are basements always more moist than above ground?

Notice, too, that all the colors I just listed are from the historical collection-- they tend to be safer because back in the time which the colors are replicating, they simply didn't have the pigments available to create extremely bright tones.
