I have properties with old double pane windows that have held the test of time.

It has new roofing and has dual pane windows .  

I've now rented to about 1,500 college students and had probably ~200 broken window panes.

Plus, the homes here are well insulated and windows are double pane.

I also have No access to my electric panel, I needed to rely on a residential tenant from attached apartment to let me in basement to hit a breaker or add a circuit.

Double pane are way more energy efficient, but they have an expiration: is there a fog or condensation between the glass? 

It would add strain to our monthly cashflow, but could be doable.
