Assuming they were paid up till Aug 31st that would leave Sept and October outstanding.  

They are: verifiable income of $5,550 per month, good reference for previous housing history, pass credit check over 650, no outstanding past due obligations, no recent (10 years) bankruptcies, a clean criminal record, and no previous evictions.

Assuming my personal debt to credit is extremely good (780 credit score, 50K savings, high income with low expenses)  Talk to a lender first your 780 could drop bc of the outstanding and available cc debt. 

All your concerns about debt will not be of consequence with this type of loan provided you don't have outstanding judgements, tax liens (maybe your IRS situation, but mostly property taxes), or bankruptcies, foreclosures, short-sales, etc... 

Local allows you to use your local knowledge, allows you to house hack get the highest LTV loan with good OO terms, perform heroics if required, and benefit from outstanding historical appreciation.  

It is highly unlikely that you'd be able to FHA with an outstanding 3F on your debt sheet right now. 

There's a large pile of renovations that need to take place (foundation lift, roof repair, windows etc...).I see it as a great opportunity to restore it to a functioning rental property, especially given that there is no outstanding mortgage. 

There is also plenty of risk with outstanding liens, damages, property conditions etc.
