We've observed a certain and different price at each place that below which we get difficult guests.

On the other hand, if these are in terrible areas, you introduce a different kind of risk. 

I've done it for two different properties and happy I didn't go FHA for that reason- although everyone's circumstances are different.

2) Subsidizing rents:- S8 and other programs statisitically only train tenants how to be dependent on the free handouts.If you really want to make a difference, try basic financial education for tenants and the financial demographic they come from!

You mentioned about the difference between the purchase interest rate and the refinance rate.

I understand they purchased their property bit earlier at a lower price, but the difference shouldn't be so significant.
