Upstairs is section 8 but I’m not doing section 8 downstairs just yet because it needs some work and I don’t want to attract bad tenants with a cheap unit but first need to focus on getting my financials in a better place of course.

Also, for anyone based in Philly, I've heard from one contractor that quotes of 20-30k were common a few years ago, but due to recent rule changes, contractors need to maintain excavation licenses/ insurances to do any dig out work and that cost is getting passed to customers.

Clear communication for the scope of work and EXACTLY what your expectations are vs what your contractor thought you wanted. 

The HOA would also need to handle the negotiation and administration, which can be a lot of work. And

There is no short cut in building and retaining wealth.

Apparently she hired someone to do some work and someone didn’t pay for it and the worker came and removed everything as you can see from the pictures.
