For that same reason, they would be very attractive to military personnel as long as you own it. 

Maybe start a relief fund for the locals and other military personnel stationed there?

@Jeff Greenberg, that's exactly what i was getting at, so now if your PM is willing to charge you 5% for managing but you now added a maintenance guy and a super ( which a normal PM would handle for that 10% - basing it on SFH and smaller multi family) your larger 50 door complex will actually run you more than 10% to manage it. so yes you can probably get a PM for less because of the amount of doors and class, but you will pay by adding the personnel.

Some new military operations and new military training roll outs may be affected......but they do not stop paying military personnel during a government shut down, period, end of story.

Why not borrow some of their resources, personnel, ship some patients that are not contagious but need care to those facilities.

I think multi family would be excellent in a location like that especially if tailored toward military personnel.
