More often than not, cities have a much longer and complicated process that may require inspection and strict requirements.The Florida Keys, for example, requires mailing a letter to communicate the intent of the property to all the homeowners within 300 ft distance of the property being listed for short term rental purposes.Other cities such as Hollywood, FL are long and tedious but not impossible.

However, the reality is that phoenix in the summer is more indoor then out but you don't have to shovel winter snow. 

A great deal of your cash throw off is subsumed into HOA fees potentially and these fees can change without your permission - additionally special assessments can be levied that can destroy any profit you have and you have no power to stop it - trying to sell a townhome / SFH or a condo with an unexpected special assessment on it or a large improvement project in the community that is projected to hike up the fees next year is challenging.Investing well necessitates your ability to pivot and retain flexibility to minimize your risk and leverage your asset or liquidate it when you need to - an HOA is not your best route.The lease restrictions in FL are so widespread because the state needs to provide economic stability to it’s residents because we have the most miles of coastline and therefore vacationers than any other state- if every residence could be rented at will it would obviously reduce the value of the property and precipitate all of the negative consequences of that.Hope that helps!

While... folks from CA, NY and FL are moving in.

I worked at a service station after school until closing and painted houses, roto tilled gardens, etc. on weekends, or in cold weather I shoveled snow when I could. 

Perhaps due to the "cry wolf" syndrome the threat is there but nothing ever happens, but to me it would be like living in Chicago without a shovel come winter.  

If you have a multi unit property you might give 1 tenant a reduced rent and in exchange that tenant with lower rent mows the lawn, shovels the snow, replaces lightbulbs and might even do very minor repairs.

God bless the man trying to turn it around but he will be shoveling sand against the tide .

I will be moving very soon.Could it be possible to include snow removal be handled by tenant if there is separate driveways and not much to shovel or plow?
