If you're in a hot market with lots of investors combing the MLS, then make your cash offer with a large EMD, 10 day close (or less) and proof of funds.

It depends on how far below the typical price point that is but frankly I would just comb the listings as they come up based on an automated alert and Call the listing agent, it is not worth it to pay 1-5 k  extra at that price point (unless you are the RE agent getting those $$).

The IRS requires this (I believe), since they can't be expected to monitor all foreclosure notices and comb them.

Sounds like the "owner" isn't really the owner - at least not without probate.I recommend you consult with a probate attorney and go over the details with a fine toothed comb.

Hair dye is sold in a cream that you have to comb into your hair, lots of it + hair ends up in the sink, lady washes it down with the bare minimum of water, it sticks to the bottom of the lever-operated stopper mechanisms.
