I keep getting letters from the sewer department this year that my tenant is always behind on his sewer bill.

The discussion with the town inspection department was that I would likely not have to tear it all out but they would have to maybe rip into walls to access plumbing and electrical if I actually wanted to get it inspected and properly permitted.

There are coastal commission guidelines in addition to the zoning and building department requirements.
