Purchasing a Lot with Intent to build a duplex in Ventura, CA

Possibly purchasing a lot 3600 sq/ft. Any weird rules/regs regarding new construction of homes near the coast in Ventura CA? Seller will carry the note so ideally I buy it, build duplex, refinance after a year or two, pay the seller off, and then have a beach house that can rent for under $500,000 in SoCal.
