I scrub the list to remove things like properties with a mortgage, duplicates, etc. and spend a tremendous amount of time on pricing, because although these offers may be a lot less than retail, they are not out of the question.

From what I can tell from the pictures, it looks as though a really good grout scrub and re-caulk (as @John Teachout suggests) would probably get your rents most of the way up, and take less than a day of work and cost almost nothing. 

Scrub the tile until it sparkles.

Spent a couple of hours scrubbing dried mac and cheese and gum off my rugs, chocolate milk on the walls (and ceiling somehow???). 

The property needs minor touch ups - New painting, definitely some cleaning/scrubbing.

Also, it’s in the same format for every county so it takes the guessing and difficulty out of scrubbing the data once you download it.

There are many options for skip tracing, most just send a query to a database while other hand-scrub the lists for the results.

I’m sure the safest way to operate is scrub your list against the do not call registry, but it would save some time and money to know if cold calling to purchase doesn’t violate the law.

Them failing to disclose any of those conditions would also not be a cause for me to evict or question their intentions.Just my 2 cents (and hopefully when the feds are scrubbing through these post I get to look like the good guy!)
