Biggest section has multimillion dollar mansions and taxes around ~$20k, while the smaller section tends to be houses $200-400k with annual taxes around ~$6k.

In the end, this is nothing new, neighborhoods move through cycles, many C/D areas are loaded with giant mansion-like homes because once upon a time that was an actual mansion and the area was an A+ area, things changed. 

It shows a castle as seen by the owner, a mansion as seen by the assessor, an average home as seen by the appraiser, a small home as seen by a lender and a tiny shanty as seen by a buyer.

I think some hope to get a mansion on a beer budget.  

I collected the keys off the table and told him as a matter of policy I treat everyone the same (he owns a construction business but had a bankruptcy and lost the MANSION of a house he was living in after the economy tanked and he filed bankruptcy) and don't exchange keys without first/last months rent.
