I didn't think much of this until the inspector told me that he had seen people turn attics similar to this into additional brs + bath.

Between the POS, and the inspectors, and finding good reliable contractors it will be a nightmare for a newbie. 

You need to be an REI expert, don';t depend on inspectors, contractors walking with you during an inspection period. 

So if you have a draw for demo we would send an inspector out to look at the demo work then once approved we issue the draw.

I will be verifying that by walking through the property, as well as having a certified inspector walk through as well.

also, I'm told after Tenants move out with Cats to do all the Remediation work, Remove all Carpets put down new flooring, repair and clean all surfaces including air ducts for heating and air. to call an Indoor Air quality inspector and get units certified as Allergen free.
