I would also be skeptical of any agent that blatantly told you to lie and a PM that supported this behavior. 

I've spoken to a few and was less than impressed, particularly with attitude displayed (I couldn't imagine the position they would take with a tenant).Based on my discussions, it seems the one month rent is taken only if they place the tenant.

Refund the money and look for a tenant that shows responsible behaviors from the start in meeting due outs.   

Does your lease have guidelines of good behavior (like no laundry on the fence, or foil on the windows?)

IMO Floor and decor while having beautiful displays, has crap for quality. 

At work, your behavior is public,  working from home it is not. 

I've been amazed at times at the sometimes outright criminal behavior of people who I would have never expected it from.

Sadly, the same disconnect the hotel manager displays between taking action and achieving results often exists in the world of philanthropy. 

If you are seeking to change the behavior of an RV park from transient to permanent, consider installing "Park Model RVs" which if you are not familiar with, are smaller versions of a mobile home that comply with the zoning regulations for RV parks.
