My current thought is to email over the addendum, and if they refuse to sign it to then give them a notice to comply or quit on the basis that they are in violation of the lease due to their neglect of the yard.Any input is appreciated.

so long you are very clear in your ad that you are looking for a lender to lend you the money to acquire a property than I don't think you should have any issues.Usually lenders are the ones who need to comply with Dodd Frank and not the borrower.
