It sounds like the Seller does not want to commit until he knows the deal will go through, and until that time, he wants to be able to entertain other offers. 

Most can see through that.

You would need to manually go through everything and separate them out.

That document they provided, with all the colored font, was a mess to wade through.

How would you like to be a tenant waiting on a repair because the owner wants 3 bids for everything and not only will that delay the repairs, but you'll have 3 people coming through your home everytime you make a maintenance request?

Hi Myles,I found myself managing about 20 rentals through my brokerage at one point.

We acquired 3 single family homes in 2023 and we are midway through a 6-unit deal for 2024 and looking to get more.

if I have no money into the deal and bringing in $200 free and clear every money hell even $100 with no other expenses these usually come through creative deals or owning notes but I would do it.
