They are designed to incentivize long term investments in economically distressed areas by enticing investors with capital gains tax deferalls.

Same making smart loans and others being incredibly aggressive on terms that may entice you but ultimately, is not realistic for a long term partnership as those lenders will peter off over time when the market softens or worse - corrects. 

Surprised $2500 was enough of a deposit to entice them, I'd probably expect 2% at least if it's a matter of competing!
