I did call the police department, and they directed me to a city web site that lists all the crimes by neighborhood and street in the past 6 months. 

Call the city planning department, tell them you need a curb cut and find out what the requirements are to get the curb cut and what materials are allowed for a driveway.  

Remind her to follow up with the police about the incident and check with the department to see if your tenet can get on a patrol list.
