.- Bureaucracy: European countries can have way more bureaucracy than the US, and laws are often favorable to tenants (they definitely are in Italy).- Appreciation is often slower than the US. 

If you are doing that, I suggest engaging a civil engineering firm to help you make your case to the Commissioners.
