After his threats bordered infringing on my personal safety, I searched public court records and found that he has declared bankruptcy twice (this building was rented when I purchased it and the tenants came with it, with very little record of what dd was run on them) and the tenant constantly threatens to withhold rent for minuscule inconveniences.

The threat of eviction and possibly being cut off of S8 will get you paid.You need to stop caring about your tenants problems.Additionally once you get your $700 do not renew this tenants lease.

Insurance will cover instances where a tenant has an injury on the particular subject property(internal threat), but if the owner gets sued from other properties(external threat) or from something unrelated to Real Estate(personal litigation/business lawsuit), the rental properties under his/her name can all be foreclosed to pay for damages.
