Not sure how it works in Canada, but in the US these laws provide liability relief for entities that own brownfields but had nothing to do with causing the contamination in the first place, or that are located adjacent to brownfields and may have been impacted by historic contamination from the brownfield.

Under mylegislation, payments on all rental homes will be cancelled and landlords will be able to apply tohave their losses covered by the federal government through a Rental Property Relief Fund to beadministered by the Department of Housing and Urban Development (HUD).

Rent relief without giving any relief to landlords is not in the best interest for Chicago. 

(I do not stand by the following information, please perform your own due diligence to confirm its accuracy)Landlord Relief Fund- The Secretary of HUD will reimburse lessors for any loan payments made during the suspension period- To be eligible for this reimbursement, relief applicants must adhere to the following:For a 5-year period, the following must be adhered to:Monthly rents will be frozen to the amount charged to the unit at the beginning of the suspension periodTenants may only be evicted for Just-Cause reasonsTenant applications may not be discriminated against based upon income, gender, sexual orientation, criminal record, credit history, nor immigration statusNew vacancies in the property must be announced to the public The lessor may not collect an arrearage in rent owed by any tenant as of the expiration of such 5-year periodLessor may not retaliate in any way against tenantsLessor may not report any tenant to credit bureausAlso during the suspension period, tenants will be reimbursed for any payments made to the lessor by HUDA tiered-system will be put into place to determine landlord relief priority.

Then the pandemic comes and my talks with my property manager haven't provided much relief.

Renter’s are taken heed to this information and aware of their options when it comes to Rent Relief.

Much has been made of the struggles of tenants facing financial hardship and many landlords have been placed at the mercy of the now-exhausted small business relief funding or forced to renegotiate with their mortgage companies independently when rent payments have come up short.

Meaning you have to choose either mortgage forgiveness or replacement rent relief. 

In a positive sign last week, FHFA gave a little relief to mortgage servicers.
