Cancel Rent & Mortgage Payments Through The Coronavirus Emergency

What is everyone's thought on this topic that could see the light of day??? Mainly the Proposal #2 Cancel Rent & Mortgage Payments Through The Coronavirus Emergency. You can read up on the Bill at the bottom with the link. 

But if I'm reading this correctly if your a Landlord owning the property one of the limitations is "A landlord cannot receive both replacements rent payments and a mortgage payment forgiveness on a single property". Meaning you have to choose either mortgage forgiveness or replacement rent relief. 

If rent to therefor cancelled and you'd have to choose between Relief or Mortgage Forgiveness. I would think Relief would be the better option as least for properties that make an income over the mortgage payment amount. 

What are everyone's thoughts?
