While you can’t fully predict interest rate trends, you should pay attention to the Federal Reserve if you want to get an idea on those trends over the coming years.With the new tax laws, using a HELOC for that purpose is no longer eligible for a tax break.

A local real estate attorney can draft you a note and a security instrument (deed of trust, etc) for this lending arrangement.It would be good to have a loan servicing company handle calculating/collecting payment for a small fee (like how property management companies manage your rentals for a small fee).

As an example of why you can't predict appreciation goes up with a single factor like interest rates, just look at the last 10 years - most areas have experienced tremendous growth in appreciation yet interest rates have stayed low.It sounds like your goal is to buy and hold, in which case I would just focus on buying in good locations, make sure you have strong cash flow, and lock in your interest rate with 30 year mortgages.
