Just got a flyer for my duplex in Hallandale, FL stating next year the utility accounts - water, sewer, sanitation must be in the name of the owner on record, and not the tenants.Owner will get a bill, and be responsible for the bill.

Recycling may be part of that cost,, it is sometimes automatically included by city and you can't get out of paying it even if you have your own hauler,, make sure you find costs when doing taxes so it goes against sanitation / trash costs,  not water/sewer..
