I have enlisted him to be my project manager/work some of the project himself. 

Most of the time the housing is unavailable on base, most enlisted are in the barracks that are in tech school and the officer housing is usually taken.

As far as the structuring of a contract goes, my best advice is to enlist the aid of a local broker who specializes in working as a buyer's agent and can put together a contract with your best interests in mind (and maybe get you a better deal).

If permits are necessary, I'd enlist an architect to make sure things run smoothly and you don't have headache from Municipalities.

How many Flip projects did you do before you enlisted the help of JV's, and how did you go about finding them or did they find out about you and how? 

Don't jump without looking of course, rather find a senior enlisted or an O you trust within your chain that has bought few homes with VA loans and ask them for some guidance.
