Currently have unresponsive small company.Need recommendation or two for another Akron OH company

The landlord lives out of state and is unresponsive to almost all forms of communication and has yet to fix some property issues she's requested on several occasions...

I hold a real estate license, and am amazed at how unresponsive and sometimes clueless some agents are.  

My question is, what do I do if after reaching out a few more times, this tenant remains unresponsive?

The IRS has been very unhelpful and unresponsive, so I thought I'd see if anybody here has encountered this situation before, and what channels they went through to get the ball rolling and resolve it.Thanks in advance!

Verbal notice isn't going to do the job, especially if they've already gone completely unresponsive.  

Any suggestions as to what, if anything, that I can do to get the attention of these unresponsive agents? 

I decided against charging any late fee in the past.She is back in full time employment along with her adult children who are also on the lease and in full time employment but my contact is mostly restricted to her and she is quite unresponsive to my repeat requests that she pay as per lease.

I have tried multiple "handymen", and they all seem to be unresponsive, unreliable, or just do poor work.
