What about offering the tenant $200 or $400 if they declutter, clean up, and make the place look really saleable?

This could be any number of things including:A CMA (comps) of the subdivision you are walking.Tips sheet for owners "It's time to clear the gutters, DIY gutter cleaning tips", or "De-Cluttering Tips", etc.A sample of a document included in your transaction package like Seller Disclosures, or a Buyer/Broker agreement.A Realtor newsletter relevant to the communityA contest submission form (where submission requires an email address that you can collect for an email drip campaign.)An open house invitiation for a listing you are sitting that weekendIf you bring an item of value to pass out, you are more likely not to get the door slammed in your face, and instead have people engage in conversation with you.

Were they at least decluttered? 

And to prepare your house for those photos, you need to clean and declutter like you've never done before!

I would just assess and see if there are anything in the apartment that could use some decluttering.  

For now.. im trying to organize things, delete email subscriptions and just declutter now that Ive been sucked in... any suggestions?

@Andrew McManamon , unless your dad has a big budget and is willing to address all the issues, I would recommend to him that he cleans it and declutters as best as he can, neutral paint throughout and be done. 

We've hired lots of new agents over the years and I strongly feel that its our responsibility to make sure our agents have all the information and knowledge they need to market and sell a property.To answer your question, in my opinion good marketing starts by working with the seller to make sure their property looks as good as possible (de-cluttering, minor repairs, fresh paint, staging.)
