I found an inspector to do a walk thru before my offer was accepted.  

Pretty much all major components were newly installed / fitted and done to a tasteful standard (new metal roof, plumbing, electrical, kitchen, flooring, bathroom, doors, new hvac, decks, vinyl siding etc) and I have visited and walked through 3 times and even been under crawl space to inspect a repair that was previously noted on an inspection to the foundation after termite treatment which looked to be a good job.

I'm not familiar with the intricacies of section 8, but have you gone and done a walk through of the unit and cross referenced the lease agreement? 

One thing we are doing now is we hired someone to do monthly walk throughs of our properties to make sure everything is in order (not just with the cleaners, but also the TV remotes having batteries, the pool table having chalk etc).

I have a licensed lead inspector I highly recommend, and he would be better at walking you through the exact process of recertification. 

Also eliminates many Walk Through items if they were waived in the inspection,  so can't become last minute issues.   

I don’t  walk, park, visit, meet someone, or do anything without thinking about hurting someone.  

Finally, I flew out there multiple times and walked areas BEFORE buying. 

We closed the deal within 60 to 75 days, walking away with just under $100,000 in net profit after all expenses.
