Personally I only submit blood-sucking offers if they can be justified (condition of the property, vacancies, comparables, DOM, property has been in and out of contract with previous buyers, buyer is willing to waive inspection or other contingencies, is making a cash offer, quick close or working with the sellers terms, offering something to entice the seller in exchange for the price discount).
