It's not enough to say the dishwasher isn't working or a sink is leaking...give details, provide photos, and ask that an appointment be made to have these items fixed within 7 days. 

Has anyone petitioned the court to be appointed as personal representative to represent the estate?

I still need to line up a preapproval, set up an appointment to see the property, and possibly make my first offers.There is a lot of talk about a crash coming "soon" or buy now - don't time the market, wait it out, make sure it's a good deal, cash flow, etc. 

They (the county) made contact with the owner and they are waiting for appointment from the owner to inspect.It seems a bit counter productive to me but I guess it’s the way it works.The county isn’t very helpful in answering questions.

Not looking for sympathy and want to say that just like getting horrible advice from brokers, I went to the emergency room at 4 different hospitals 5 tmes, went to about 12 doctor appointments to 4 different specialty doctors, went to 4 different chiropractors and remember this:Just like what I said about getting bad investment advice from brokers the same advice has been applicable to every hospital, doctor and chiropractor I visited.

My plan was to just start calling and scheduling appointments with managers in my area and introducing myself and putting my vision out there to see who is receptive or may be willing to get on board.
