If it’s not overlapping siding, and it is flat shiplap style novelty siding, use the siding as sheeting and potentially go over it with a couple of layers of building science That apply to your climateIn our area, the vapor barrier goes on the warm side, which is our exterior, so as I remove the bottom few feet of siding all the way around the building, I replace with plywood, then I cover the entire house with vapor barrier, do flashing around the windows correctly by removing the trim, and then I come back over top of it with hardy board.

Contractor is adding 2-3 inches layer of concrete and he says the 2-3 inches bottom part of this wood column will be covered in concrete.

Ultimately it will show up in my framing inspection, which I haven't heard back from yet, but my assumption would be that every space between interior drywall and exterior siding should have a layer of insulation.

Just to add to what @Jonathan Greene said (which is all true), there are way too many layers of red tape in short sales to make this a viable avenue for wholesaling, plus the odds of getting an appraisal to work at a number that not only profits the buyer, but a wholesaler as well - never going to happen.
