The New York State ERAP program is a total farce for landlords, the tenant MUST provide consent and all of the personal info (including tax docs) in order to apply, so a landlord has zero ability to apply on behalf of a tenant that's uncooperative, and most tenants that are still not paying rent right now are (and have been for months) uncooperative and have zero intention to pay ever, and give zero effs about whether the landlord ever gets their back rent.
