NY Rental Assistance Program

I own a property in Troy NY with 2 units, unit 1 is refusing to pay rent since july and does not want to sign or help me out with rental assistance application. I have copies of the lease and their email, but no ID or their employment information. In unit 2, the tenants left in May 2021 and they also refuse to sign, apply for rent relief, and didn't pay rent since july. should I apply for rental relief as landlord? I'm filling out application, but the tenants will not sign or give me required documents and information? Any advice would be much appreciated, thanks for your time
