Of course there are still the occupancy laws which help to combat overcrowding.  

People in the 80's had to deal with massive interest rate increases because the Fed was trying to combat inflation.

Over the last few years you've had industry pros like myself @Jay Hinrichs & @John Thedford who are licensed & have transacted millions giving out the correct info to combat all of the raw raw pro wholesaling junk from a bunch of other folks who're doing real estate as a hobby at best & not really practicing at all at worst.

I only state this to combat the inevitable comment I will see here stating "why would you get a loan" , "so much risk", "80% of agents fail".

So much time and money is saved when we dont have a client and GC combat us for changes and costs cutting "VE" items that almost never end up saving that much money.

This tells me the tenant is use to being or thinks he is in contol and suggests he may be combative.  

Philly City Hall for example has created a department to combat 'property theft' and similar scams which were rampant and unchecked at one point in our city.
