Do not educate them on why it is insufficient or they will go get what you tell them they need.

How about education. 

Property taxes are public record and insurance would be specific to you, so you can kill a lot of those questions. 

If you wait to serve until November 1 or later, you would have to wait until January 1 to start a court date.Of course, the tenant may not know this, but you are under no legal obligation, in most states, to educate them.
