Know 2 key risk factors before they even get the property address.How much did they smoke? 

Other simple things include grounding/reversed polarity of outlets (you can buy an outlet tester at Home Depot for $5), using foil-faced tape at furnace & water heater flue pipe connections, operable smoke/CO detectors, cracked/chipping/peeling paint if your applicant has children under the age of 6 (I think?)

You need to smoke them out and get them to participate or you need to head towards eviction.As for Landlord assistance, you'll have to contact your state to see what is available and how to apply.

Where to find smoking hot deals?

The thing that would concern me the most are the smoke detectors in the common areas (hallways and basement). they are supposed to be hardwired and connected. if one goes off all of them should go off. fortunately for you that is something easy to test.

I just added a window air conditioner to one apartment unit and the cost to increase the electric panel and wiring was $6,500 because the inspector made us install wired smoke detectors, GFI's in the bathroom and kitchen and we pretty much has to re-wire the apartment.
