I have had a rental that had been heavely smoked in and I primed walls and ceilings and repainted and it was much better, but untill I cleaned and replaced some carpeting you could still smell it.

Most people will plan on eventually repainting anyway.What I would do though, is keep a closer eye on your painting contractor, and be sure these issues are fixed before they leave next time.

If it is necessary to repaint for a tenant that has only been in for a couple months, I might charge that to the deposit.I would hesitate to keep the entire deposit when I'm evicting a tenant for cause.

Interior maitenance in my responsibility.I'm almost finished with a minor renovation which included a rip-out of ugly paneling, a re-paint of everything including walls, doors and trim, replace some window treatments, repair and clean carpet, new dishwasher.
