Plus I already had it treated by a licensed professional who gave me a written statement acknowledging the existence of the issue. 

Thanks Kevin for your answer , I apoligize i am acknowledging your help 2 weeks after , but I was just checking E mails today , I will keep your advice in mind, When I am ready ,  I called a couple of companies and they told me to start the process by 05/15/2019.

@Ross Hamilton - Thank you for getting on here and acknowledging and addressing our concerns. 

I'm guessing if this is the case though, they would have already used it as a negotiating point.....or they may just spring it on your father in law after closing.But as to the fee, since it was undisclosed and acknowledged specifically to and by the buyer, I'd tend to not pay it.  

I made the decision earlier - 2002 actually, to acknowledge fractional interests as a security and become regulation compliant.  

Basically acknowledging with the character there are things based on the age of the property that won't change or won't change anytime soon will hopefully get you the right tenants. 

That process is a mess too, but at least there is an acknowledgement that people losing their savings has consequences that affect more than just the private lender or investor.

@Joel Owens completely agree and will make sure that these provisions are specifically called out, with pictures and seller acknowledgement, going forward.  

Tenant pays all utilities it is rented for $650 a month. (650÷806=80.645161%) I've owned it for 5 months and not yet spent $1 on anything.I have twice proved this to scorners by PM but they did not choose to acknowledge it, but they did stop ridiculing my statements.
