I applied for an LLc on Monday and received an email back approximately 1 day later about articles of organization with a certificate from the state.

I tried the whole tax certificate thing, but it takes too much due diligence (which I can do, but my time is money and it is better spent elsewhere). 

So I won a certificate in 2018 that had no outstanding liens. 

If I were to acquire a certificate on a condo I assume that it would be  my responsibility to make sure all the fees were kept current so my question becomes are those expenses recoverable upon an owner redeeming?

If you are buying a tax lien certificate you would be buying an actual number with a specific description, if you are buying land you will be buying a tax deed which will have very specific description.
