Had it been left, judges and juries would have been able to award amounts based on the individual circumstances of each case rather than a perception of a fixed amount of money that each person has to take a piece of.

In many cases, they don't go through the purchases if they get them (after they look at the property), and yet, HUD hasn't stopped awarding them winning bids.That's just one piece of empirical data, but it's definitely holding true in that case...
