If you're building a commune complete with art installations, cabins, etc. whatever you're seeing in the market is totally irrelevant to where your project will be 10 years in the future, completed.  

For example, MEP plans are not required for permitting, but if you are designing a complicated house, having a MEP plan certainly helps to guide the trades to know exactly how and where to install the fixtures, versus something they have to figure it out impromptu in the field.

Now I am in a situation where my tenant is already moved in yet she can't get her power turned on until we get the meter base upgraded.Thankfully our electrician already ordered the base and is hoping he can get it installed by the end of the week at the latest.

I'd tell them you will buy it and install it, however, their rent will be increased $X a month to cover the fact that you've now supplied a washer and dryer. 

It does not necessarily mean swinging a hammer, mowing lawn or installing plumbing.

I would probably go the mini split route if there are easy places to install them.

Since I'm building new, I decided to go for a LEED certification since I'm already half way there since I'm building with Solar and passive home features.

What is the average cost for purchase, installation, and the associated app?

It does have paid for solar so that keeps the utilities low.
