The main issue with Pasadena is the high price of entry and long timelines for Building and safety permits. 

You WANT your contractor to make good money on your jobs so that they drop everything when you call and WANT to prioritize your jobs and partner up.

Only if you are replacing or removing is when you run into issues, proper safety, and disposal. 

Most of these cases are just large safety issues often resulting in the building be unsecured in the past.
