They would still need to fill out your move-in/move-out checklist as your process / procedures and more than likely state law requires.  

You only have one tenant to deal with while you are learning the ropes and getting your procedures in place.

I want to make sure we have the proper procedures in place and be able to take the reimbursement before the end of 2021.I would really appreciate any feedback on the plan I have outlined.

Have written rules and procedures for everything.

I also recommend taking time to put together simple policy and procedures.

Do you want and A/B class property with less headaches or C/D class properties that need a lot of massaging?

Generally the seller and buyer sign a form acknowledging the procedure and agreeing any difference between what was collected and what is owed will be settled between then and is not the responsibility of the settlement agent.
